In order to be placed on the City's bidder's list, you must complete the City's Bidder Application Form obtainable from the Bureau of Purchases, indicating the types of products and services you provide. City Buyers are within the Procurement Division of the Bureau of Purchases. They ensure that the various agencies and quasi agencies of the City of Baltimore acquire the required, materials, goods, equipment and services at the right time, of good quality, in the desired quantity, at fair reasonable prices, and when applicable, on a continuing basis.

Design and Construction Projects are assessed and announced by the respective bureau or agency. Most often, this role is administered by the Deparment of Public Works (with is divided into 3 separate bureaus) or the Department of Transportation.
Architectural, Engineering & Contracting projects are awarded only to firms or businesses that have been pre-qualified by the City.
The Office of Boards and Commissions prequalifies all construction contractors and design consultants intending to perform contracts with the City of Baltimore that exceed $25,000.00. Follow their link for application information.
Certification is the process by which a business is determined to be a bona fide Minority Business Enterprise or Women's Business Enterprise by the Minority and Women's Business Opportunity Office. There is no application fee.
