Angela Fraseris the Director of the Mayor's Office of Neighborhoods. Ms. Fraser joined Mayor Dixon's staff in September 2005 as a Community Liaison for the former City Council President. She was responsible for coordinating outreach efforts to neighborhood groups citywide. During the Mayor Dixon’s transition from Council President in 2006, Ms. Fraser was appointed Deputy Director of the Mayor’s Office of Neighborhoods. She assumed the role of Director in December 2007. Prior to joining Mayor Dixon’s staff, Ms. Fraser worked as a Community Coordinator for the Baltimore City State's Attorneys Office from 1998 – 2005. There she assisted residents and community leaders by serving as a liaison between them and criminal justice agencies to improve communication among these entities and to improve citizens' understanding of court proceedings. Cliff Sawyer is the Associate Director of the Mayor’s Office of Neighborhoods. A resident of Cherry Hill, Mr. Sawyer received a Masters Degree from the University of Maryland School of Social Work as well as a Bachelors Degree in Social Work from Coppin State University. Prior to joining the Mayor’s Office of Neighborhoods, Mr. Sawyer was a certified Housing Counselor through the Maryland Center for Community Development and interned with the Southeast Community Development Corporation where he provided homeownership and financial literacy counseling. Jessica Contreras is the Liaison to the Hispanic & Latino Community. Prior to joining the Mayor’s Office of Neighborhoods, Ms. Contreras worked for Casey Family Services as a Social Worker providing services to young African-American and Latino families. She has also volunteered with Latino organizations in East Baltimore. Currently, she is a member of Latino Providers’ Network Board of Director's and is a member of the Black and Latino alumni committee at the University of Maryland at Baltimore County helping to raise funds for scholarships for Latino and minority students. Jessica has a Master’s degree in Social Work from the University of Maryland at Baltimore and a Bachelor’s degree in Social Work from the University of Maryland Baltimore County. Ian Hines is the Liaison to the neighborhoods of South Baltimore. Mr. Hines is a graduate of McDaniel College with a Bachelors Degree in Political Science. He also attended the Johns Hopkins Graduate School of Education and is currently a student at the University of Baltimore School of Public Affairs, where he is pursuing a Masters of Public Administration. During his undergraduate study, Mr. Hines served as a Student Government representative and was an active member of Alpha Sigma Phi Fraternity. Following graduation he moved to Baltimore, where he began a career as an elementary school teacher in Baltimore’s public schools. Prior to joining the Mayor’s Office of Neighborhoods, Mr. Hines worked as a staff assistant at Neighborhood Housing Services of Baltimore, a local housing non-profit. Ian.Hines@baltimorecity.gov |

James Kwak is the Liaison to the Korean American community. Mr. Kwak graduated from Boston College with a degree in Finance. While attending Boston College, Mr. Kwak was heavily involved within the Asian American community. He was the public relations director for the Asian Caucus, and served as the editor for the Asian American literary magazine, True Colors. He was also involved with the Korean Students Association at Boston College through the Korean drum troupe. Demetrius Mallisham is the Liaison to the neighborhoods of Northwest Baltimore. He graduated from Radford University with a bachelor’s degree in Criminal Justice. Prior to joining the Mayor’s Office of Neighborhoods, Mr. Mallisham worked for the LAYC/Maryland Multicultural Youth Centers in Prince George’s County Maryland. He was the Program Coordinator/Case Manager for out of school youth, elementary, middle, and high school students. He conducted gang prevention/intervention workshop groups to local youth. Mr. Mallisham has also had extensive experience working with diverse families in Anne Arundel and Baltimore counties. Mr. Mallisham taught himself Spanish and has a strong commitment to working with diverse populations. Always going the extra step to assist individuals in need is what he is known by community members in his personal and professional life. Gloria Packis the Liaison to the neighborhoods of West Baltimore. Mrs. Pack has extensive experience in developing and cultivating positive relationships with community leaders, union workers and employers. Mrs. Pack retired from Verizon in 2004 after thirty years of service. Prior to joining the Mayor’s Office of Neighborhoods, Gloria held several offices with the AFL-CIO CWA Local 2101 and the AFL-CIO Community Services Committee. She is a Court Appointed Special Advocate and has organized and mobilized community and outreach initiatives. Mrs. Pack also worked as a Legislative Aide to Dr. Salima Siler Marriott, where her duties included attending community meetings and responding to constituent concerns. Mrs. Pack traveled to Guatemala and Mexico with a delegation to educate Guatemalan and Mexican families on how to improve their quality of life and neighborhoods. Steve Robinson is the Liaison to the neighborhoods of East Baltimore. Mr. Robinson graduated from Pennsylvania State University with a degree from the School of Recreation Parks and Tourism Management, Park Management option. While attending Penn State, Mr. Robinson co-taught ecology under a teacher assistant program. Immediately prior to joining the Mayor’s staff, he worked with the city’s Department of Recreation and Parks on park greening projects. In Spring 2008 he was awarded the Maryland Recreation and Parks Association’s 2007 Creative Maintenance award for his efforts in the state of Maryland and the City of Baltimore. Kristy Taylor is the Liaison for the neighborhoods of Northeast Baltimore. A native Baltimorean, Ms. Taylor has been a volunteer with Maryland Cooperative Extension Master Gardener Program, participating in many community beautification projects. She has served on the board of many neighborhood associations. Theresa Hall is an Administrative Assistant with the Office of Neighborhoods. Ms. Hall joined Baltimore City government in 1998, working in several administrative positions with the Department of Human Resources. She joined the Mayor’s Office of Neighborhoods in 2003. In addition to her daily duties, Ms. Hall regularly assists with planning and implementing special events including the African American Heritage Festival, the International Festival and others.
